My opinion is that the tools should work with an unmodified standard
kernel. One of the nice things about Linux is that it comes standard with
support in the kernel to handle AX25, without modification. If you start
requiring people to make kernel mods (and many people don't feel
confortable with that), it loses some of that ease.

If it's a bug fix, it should go out as a new even numbered kernel. If you
want the latest and greatest, use an odd numbered kernel. I don't think
adding complexity to this is of great benefit.
