What happens is that smail opens a connection to a remote host and then
during the negotiation stage goes into a tailspin.
Linux keeps sending a TCP ACK packet continuously. The only difference with
the packet is the IP id number.
I've found this problem in 2.1.14. I cannot test 2.1.15, 2.1.17 and 2.1.19
due to the ARP problems.
Smail is version 3.2 from the debian distribution 3.2.3 4 Jul 1996.
