I had one time that problem. I was puzzled. A friend told me that I have to
set up MAXUSERS and MAXFRAME. I was kind of annoyed that told me to set up
things that I did before with the initial set up. Surprisingly I had
MAXUSERS 0 (zero). I have no explanation how that happened but that
prevented to anyone to connect to my FBB. I am not sure that is your case,
but it may be worth check out.
