The only data controller that FBB supports for PacTOR is the SCS PTC series.
A few FBB sysops have been able to get that working.

I doubt that DOS FBB will support the PTC terminals in PacTOR mode.
What is termed "Classic Winlink" supports SCS PTC and AEA PK-232 for PacTOR.
There are a few stations still running Classic Winlink though the software
is no longer supported. The software is still available at:

Winlink 2000 (WL2K) supports only the SCS PTC data terminals for PacTOR
only, but the WL2K system does not do autoforwarding between BBS on HF.
WL2K is designed for user access only to exchange ham-to-internet e-mail
through the WL2K Primary MailBOx (PMBO) stations. You may learn more about

The Airmail E-mail Client (terminal program) supports SCS, Kantronics, MFJ,
and AEA PacTOR controllers. Most mobile WL2K users use Airmail for access to
the PMBOs. Airmail-to-Airmail autoforwarding on HF PacTOR works, but
Airmail is not a BBS program. Also, while Airmail supports the use of
Packet on VHF, it does not support simultaneous use of HF/VHF as does FBB
and Classic Winlink. Information and downloads on this may be found here:

The only data terminals that will run PacTOR 2 and PacTOR 3 are the SCS PTC
series. Terminal software must specifically support PacTOR 3. Both Winlink
systems and Airmail support PacTOR 2 and 3 when used with the SCS PTC data
terminals.
