This is an old problem. Look in the Q&A part of the sysop manual,
it is explained there. If you come up with a good idea, how to solve
this problem (generally, not your specific case) then we are going to
implement it.

There is now a restart option in clx, "clx -r". However, this does not
"clx -x".
The message " $ CLX: /usr/local/clx/log/clx_stat exists, is CLX already
active ? " only comes up in a race situation. This will be fixed in a
future release. It has to do with the new way of clx-watchdogging
in version 3.04.
